تلقى واين هورويتز درجة البكالوريوس من جامعة برانديس. أكمل أطروحته في الدكتوراه (وهذا أدى في وقت لاحق إلى العمل في بلاد ما بين النهرين الكونية الجغرافيا) في جامعة برمنغهام تحت إشراف W.G لامبرت.
يلقي محاضرات في مدرسة روثبرغ للطلاب في الخارج في قسم الآشوريات.
البروفيسور هورويتز يقود فريقا متاحا في نشر فك شفرة قانون القانون (القرن الثامن عشر والسابع عشر قبل الميلاد)، أولها في إسرائيل يظهر ميزات مشابهة لقانون قانون حمورابي.
